SAGARPA and Jalisco Sign Resources Concurrence Agreement Valued

With the signing of this agreement, the producers will begin receiving funds for purchasing machinery and equipment, sanitation infrastructure and irrigation technology, among others.

The Agriculture Minister has already signed resources concurrence agreements with Jalisco, Nayarit, Sonora and Tlaxcala. The producers will begin receiving funds for purchasing machinery and equipment, sanitation infrastructure and irrigation technology, among others. 

The Minister of Agriculture, Livestock, RuralDevelopment, Fishing and Food, Francisco Mayorga Castañeda, this morning signed with the governor of Jalisco, Emilio Gonzalez Marquez, the Resources Concurrence Agreement 2010, valued at 707 million 632 thousand and 16 pesos, of which, 530,959,16 are federal funds and 176 million 673 thousand correspond to the state government matching funds. 

With the signing of this agreement, it makes a total of four state governments that already have the mix of federal and statere sources valued at 1.773 billion pesos, amounts managed by the Trust Fund for Agricultural Development (FOFAE) for the benefit of producers in Jalisco, Nayarit, Sonora and Tlaxcala. 

In the ceremony held at the official residence of thegovernor, "Casa Jalisco", SAGARPA and the Government of Jalisco agreed this year to invest over 700 million pesos in the agriculture of Jalisco, which will prioritize projects for value added products, such as a dried milk plant, industrial parks, Federal Inspection Type (TIF) slaughtering facilities, and the purchase of machineryand equipment, among others. 

Duringhis speech, Governor Emilio Gonzalez Marquez, mentioned they’re planning thei nstallation of a "bio-cluster", to use raw materials that are produced in some agricultural districts, to encourage the production of biodiesel and ethanol. 

González Márquez noted that he seeks to link the agricultural sector to the pharmaceutical, cosmetics and energy industries inorder for producers to expand their opportunities in other sectors. He stressed that his government is working so agricultural production generates greater wealth and economic benefits, so he is prioritizing investments in irrigation technology, dams, protected agriculture and value added meat via offering cuts, among others. 

The Secretary for Rural Development of Jalisco, Alvaro García Chavez acknow ledged that working together with SAGARPA allows the prioritization of projects that are of most interest to the states, so this agreement is “a tailored made suit tomake significant progress in the industry". 

Duringhis turn, the head of SAGARPA, Francisco Mayorga Castañeda commented that during the following weeks he has scheduled several meetings with stategovernors to comply with the protocol of signing of the respective Resources Concurrence Agreements 2010. 

He took the opportunity to emphasize that Mexico will be a major player in global food production. Asian countries will become major consumers of sea and agricultural products, and the nations of the Americas can become providers of these products.  This was one of the most important conclusions that was reached at the end of the ministerial meeting ofthe Organization for Economic Cooperation and Development (OECD) and the FOODEX EXPO, the largest food exhibition in Japan. 

He noted that in this global environment, our country is situated in a strategic location, since it is the communication bridge between North American countries and Central and South American countries and it also has seaport and airport infrastructure on the coast of Pacific and Atlantic oceans. 

At the signing of the Resources Concurrence Agreement 2010, the Delegation General Coordinator, Virgil Bucio Reta, and the SAGARPA Delegate, Trinidad Pérez Muñoz, were present. Representingthe government of Jalisco were the Director General of the Jalisco Institute of Aquaculture and Fishing, Antonio López Barajas, and Daniel Rubalcaba EdgarSantos, manager of the Priority Regions Program of the Ministry of Rural Development.
